Balance Servers by individual rewards
I like that idea, going in the right direction.

I honestly don’t think you need that much of a reward to get people to flock to lower tier/ranking servers. I recently moved to ET after spending the last 6 months in Tier 1. The reason I left was because I enjoy the stats from outmanned buff. Not having to repair armor and the 10% WXP is attractive to me. One thing I found though, is that outmanned buff is often as easy to get on a tier 1 server as it is on a low tier server because even though they are lower tier and have less players, they are also facing lower tiers with less players so outmanned buff will pop at a similar rate. Id be happy to stay on a low tier server purely if they added a 10-15% increase in WXP that higher tiers don’t get. That said, I enjoy low tier gameplay more. More small scale fights. Less zergs. Its like what WvW was supposed to be.
So you want to punish servers for being on top? That’s not a great way to go about it, because then people will just keep transferring around to whichever servers are getting the better benefits or completely throw matches in an attempt to get that bonus in the next match. Best way to counter the imbalance between servers is to just turn WvW into a matchmaking system like SPvP is, force the matches to be balanced.

No I do not proposed to punish a server, I proposed to reduce the reward to individuals for clumping on superior servers.
And it does not punish the people there in general it only reduced the reward they can get out of an imbalanced match. (And I am not even sure that this will be the case, if you run out of enemies and out of things to capture you get 0 WEXP anyway, and my proposal should animate the weaker server to fight more, so in the end both side may gain.)

First of all, YES, they should move away from the top servers, thats why I proposed it.
I can hardly believe that moving week per week can be beneficial, you pay more server transfer-costs, than you gain (at least it should be tunned that way)

What I meant by a matchmaking system is that it would no longer be server vs server but instead group A vs Group B that join from a list of matches.
And offering the higher team less reward IS punishing them, they would need to do more than the losing team to get the same reward. It used to be in America that the losing team didn’t get a trophy, now we have participation trophies….I can’t begin to tell you how much I hate participation trophies.

Participation trophies? I don’t know them nor did I proposed to give anything just to be there. You have to earn WEXP for a multiplier to have an effect. I would see it more like:
The Fort Alamo Defenders earn more than the Fort Alamo Attackers.
