If they change more than once they spent just as much as a full hop costs today.
If it causes more imbalance well that’s where we’re already headed at least we can avoid dragging it out 6 months and force a solution to come sooner.
I would just suggest either/both
1. some sort of fix on wvw mechanics to help with lower pop servers
2. make server transfer prices based on the server population or average active wvw players (T1 would cost a kitten load to transfer too, T2 would be a tad cheaper than kitten would be free, etc.
3. not introduce leagues until these fixes are in place and the servers are more balanced.

Not sure if you read it correctly. This says you would still have to pay full price to transfer to tier 1.
The main thing that keeps people from transferring is leaving their community behind.
If they could transfer just for WvW gameplay but still stay on their home server there would be a lot more server mobility happening.
This would either balance things out or create more imbalance faster.
Either of those is good. Right now its just a long, slow, painful bleeding that NOBODY is happy with.

—> A WvW-only transfer is now available for 50% gem cost of a full transfer
—> WvW-only transfers are not available to tier 1 servers and are free to tier 8 servers.
—> WvW-only transfers will take effect upon the first time you log into WvW after weekly reset (any transfers made after 5pm PST Friday will not take effect until the following Friday reset).
—> Full server transfers at full gem cost are still immediate – this has not changed.
—> Your world bonuses (crafting, magic find, etc) are still tied to your Home/PvE server and not your WvW server.
—> Those with separate WvW and home servers can only guest on 1 other server per week instead of 2. In other words, you can still only enter 3 total servers per week.
—> WvW season rewards are still determined by the first WvW server you log into after the season begins.Now you can try out other servers for 50% the cost AND you don’t have to leave your PvE friends / Guildies!!

If you believe the reason that guilds and WvW players are stacking T1 instead of lower servers is because of cost….you are definitely mistaken…it has nothing to do with cost.
Fact of the matter is there is ZERO incentive to go to a less populated server. The only reason I could see would be to try and avoid queue times during NA prime or whatever time slot you play in for roaming purposes…as far as roaming goes..it can be done on any server anyway so more than likely they will stay where their friends are…
As for WvW guilds and large groups….they want to fight other large groups…they also don’t want to bear the burden of carrying the server themselves….so where is the best place to go, where coverage is balanced and guild fights and large groups are abundant….T1…a lot of people have left so there have been coverage openings in T1 (which i suspect will be filled by the time the leagues come around)…the main point is…WvW population is declining due to stagnation, boredom and burnout…as this continues to happen and servers become more ghost towns…any organized groups remaining will look elsewhere to find competitive play…

right, so the people in dying servers who are only still there because their friends and guilds are there will now be able to abandon their WvW server and stay part of their community.
the imbalance will get much worse and instead of waiting 6 months for this to happen it will come quickly and force a resolution instead of Anet continuously saying they “need more time to look at the numbers”

If they could do as good of a job as RIFT then sure, as it stands they are not even close so no not even for a free transfer.
I’d love to pay a good amount of money on gems to actually see the PvE seperated from the WvW servers and transfer to a pure WvW server!

TLDR: +1 to separating WvW from the PvE servers
I’d love to WvW on a less populated server in the hope of doing some WW that’s not so zerg dominated. But I’m not leaving my PvE server because of the community I’m part of there.
The idea that WvW players will recruit PvE players to “join us to fight in the Mists” hasn’t worked, for the simple reason that the player community just isn’t that integrated. Also, what happens in WvW doesn’t have a material effect on the PvE community – nobody notices when their WvW bonuses go up or down (because the difference they make is indistinguishable from the chaos of the RNG). The only reason for PVE’ers to participate in WvW is world completion, and even then their interest is in avoiding as much WvW activity as possible.
Given the PvE/WvW link has well and truly failed, then separating WVW and PvE servers seems like a great idea. For starters, that would make it far easier to create more balanced WvW match-ups as the WvW populations would be much more balanced, which would make WvW a lot more fun.
