Best Tier/server for Roaming or Havok

From the look of things, you can Havoc on almost any tier (Not T8) as long as you stay in EBG. Roaming seems to be difficult if you want to meet enemy players, as in roaming in EBG can get tricky (This works in T8).
Honestly, stay put and wait this situation out. At the moment no one knows just what is going to happen, or how much life will return or not to which servers etc.

My recommendation: Enjoy the server you’re on now, try EoTM, and don’t waste gems/gold on a transfer.
Maybe Anet will grant us one level of XP towards Masteries if we spend one hour roaming on a WvW map undetected.?

T1 or T2 if you can get in. T1 is full of roamers/havoc. You do have to dodge big groups occasionally but that is all part of the WvW experience. I played in T2-T6 for years before going to T1 and most of the time T1/T2 is just better for most styles of fighting.
