Best of both worlds (Server Allegiance)
What happens if you are outnumbered for 1 minute, start to build the structure, ask for more people from other servers, and all the enemies suddenly leave the map? When you allies arrive, the enemy is now outnumbered, do they get to ask for more people too?
What if you are outnumbered on 1 single map because all players from your server are in other maps karma training there as BBB (big boring blob)? Do you still get to bring in more allies, even when the other maps you are outnumbering everyone else?
How long does the structure take to be built? A minute? An hour? A day? Do you keep it once its built and your allies have arrived? Or does it disappear after certain number of allies used it? Can 2 servers, both being outnumbered, call in more people? If you are already outnumbered, where do you get the extra people and extra supply to build such thing?
What about servers who really hate each other and have been fighting each other for last 6 months, but now one of them got into another tier, with same colour as you. Would you want them to come and simply annoy you? Would they join you just to make your situation even worse by wasting sups and placing siege in wrong spots?
It seems like a good idea on paper but is actually full of a lot of holes many of which FogLeg brought up. The griefing in that system could be pretty epic.

Why not combine a high tier server with a low tier server in a weekly alliance. I envision combining a T1 with a T8, a T2 with a T7, and so forth. Anet has to have the data to determine what matchings would yield the fairest pairings based on average population.

Ok I have to admit I didn’t think too much about the build a structure part, it was meant as more of an example. I also didn’t think about other servers who might hate you as well, so thanks for pointing those out.
So instead of the server building a portal idea, I have come up with a better way of calling in reinforcements that prevents many of the problems you listed.
Calling in reinforcements would instead be done via the commander tag. When a map is out numbered a commander will have the ability to channel a mist portal ( only takes a short time) and when the portal is open it would act as a kind of LFG for your allied servers. Players joining the group would join the commanders squad and if they
leave the squad or are kicked they leave the map. Also when the squad is filled the portal closes and the ability goes on a long cool down say 6 hrs.
Also its possible to have the same allegiance of servers be fixed and not change to promote loyalty.
The outnumbered qualification only counts when there is a large enough difference (eg half the pop.) And that population threshold is held for enough time (eg 1hr).
This could be based on a per map basis or server basis. But I think a per map basis would still be better because if your BBB is on another map chances are its either even or its stacked in your favor therefore the reverse would happen to you on that map. I think It would actually encourage a server to use its pop more strategically to protect and attack objectives (causing more fights) rather than simple moving a massive BBB around an empty map capping undefended towers then move on.
Anyway at least I’m trying to find a solution. I would rather a system like this than have WvW replaced with a 3 way megaserver or GvG system.

I honestly don’t understand why it’s not considered.
There would be much more action all around, breathing life into WvW. Even in T1.
Empty BLs would still be empty even with such server alliances, satisfying those who prefer the solitude of low-tier servers.
