Im pretty sure its not random.
Patchnotes from June 2015:
Boon and Condition Conversion
Boon to condition conversion and condition to boon conversion has been standardized and is functionality changed. Skills that convert boons and conditions now randomly select from all boons and conditions on the target.
I haven’t really payed attention to it ingame, so i can’t confirm it, but those notes are all information i can remember about this topic.

Right I find the patch notes.
On another hand that was more than a year ago and people have tested it out and it doesnt seem random.
Id lvoe it if there was a wiki page on this
hint hint anet
It is random for a necro. A thief steal which will take stab 1st and or other classes if it is specified in the tool tip. Absorption sigil will take resistance 1st (then random).
You should go tell those people who have tested it to go and keep testing.
It is not random, it is based on when the boon was applied – last applied, first removed.
there was a thread on this in the necro forums a long time ago.
