When are they being removed?

Personally I don’t think they should be removed just tweaked.

-Only appearing when the server is out manned.
-No more bubbles around the siege
-Siege requiring the full supply to build
-Dolyak doesn’t grant instant supply but instead acts like a mobile supply depot with 250 supply and regenerating 10 per 30 seconds.
-Commander lasts as long as the out manned buff does and will aid the defense of your tower. He would despawn if you go 15 minutes straight without the out manned buff not as soon as it disappears.

Every spawn have alternate exits and %90 of the people in WvW are not aware of them. Nobody needs more NPCs in a place they go to fight players.
