About the third question. Yes, anyone can target someone. Just press CTRL + T on any target (also allied ones) while you’re in a party. Press T to re-target the target once you lost or switched it.

Sorry, I suppose my question was poorly worded. I know how targeting works in game :-P
What I meant was, as a group do you allow anyone to call a target? Only because it can get confusing if 2-3 people in an organized group are calling targets.

My regret. In my guild we mainly follow commander’s orders on ts when we’re many.
When we’re few we let the party’s most trusted player (usually a WvW officier) to decide who to target.
We don’t let any player spam random targets if you’re asking this
But I think it depends on how organized is the guild.

We typically have 1-3 people that call and mark targets depending on their role in the group, but we have one person that does most of the play calling. We play a lot together so it is pretty smooth.
It’s related to the size of the group your running.
If you’re doing small skirmishes (around 5 players), just call target on enemies. As for who calls the target, shouldn’t be too hard, just try to spot the most squishy, and change target if you see someone getting low on health.
In bigger groups (10+), the most important thing is staying together. What’s gonna be effective will be AoEs, not single-target skills. So if your group is built around that, you won’t need to call focus on anyone to bring them down one by one, just stay together and attack whatever is ahead.

That makes a lot of sense. I tend to run in a group of 3-8 on a regular basis, so I didn’t really get why people would choose to mark one of their allies as opposed to an enemy. But it definitely makes sense in larger groups.

If we actually had a grouping system for multiple groups to coordinate (without putting a pin up that invites everyone in the zone to run with you) it would make GW2 more enjoyable for a lot of people.
Imagine how much more effective two groups could be in WvW if they were able to use a “private” commander and squad system. Visual icon, dedicated chat channel, pings and draw marks both groups could see on the mini map. Multiple groups running together could be much more effective without taking away from a Commander who is actually leading the zerg and zone.
Running multiple groups together, using a target mark on allies and 3rd party voice software is not my idea of a “good” way to coordinate multiple groups together atm.
