'Commanders' should be elected, not bought.
I think a Commander Ranking isn’t a good idea. Guys farming in WvW will be the best commanders, because they will take the most objects, … (worst commander wrote to me, that he only leads the zerg because of money/karma.)
For me a commander should be able to lead and organize more than the Zerg, that is following him. I think he should be able to be aware of what’s going on at the map. And send out small squads where they are needed. They will not give any credit to him. So he will not be as good as a gold farmer.
Additionally the guy spending more time is the better commander. Yes it is nice that he spends his time for the server (or himself farming), but time does not make a good leader (ok, he could learn something).
That are only some things why i think a Computer can’t decide who is a good commander and who isn’t.
Make it some kind of Guild upgrade would produce more commanders than we have online right now. don’t like that idea.
I don’t see why a good commander is scared of an election. If people know you and think you are a good leader, they will vote for you. probably to play the clown to get the title could be stupid, but it could get permanent when you get elected X times for example.
Yes small guild could have a disadvantage, but they can build alliances and so on. So it could get people play together and organize together. I am in a 10 people guild
For me an election is a far better way then buying it.
Commander can be a guild skill and delegated to player as “status”, possible cost more money – 250 or 500 g.
An addition commander can have a more map messages limit on wWwWw or unlimited use /map messages.
Infact, I have been in zones where there actually 5-8 commanders on the map, and yet only 2 of them turn it on in order to not confuse the situation. So clearly it comes down to server attitude, rather then a commander issue.
Yeah, that happens all the time. Last time we had 4 members of our raid who had Commander book. In the cource of action there were times when 3 of them were turned on and there were times when only 1 or even none of them were turned on. And I think we have 5 total books in the guild.
Turning it off completely was for stealth and quick kind of operations where you have well coordinated team on a mission and don’t want people attracted to the icon to ruin it. Not intentionally of course but you don’t always want a hive of players around you who cannot be coordinated quickly and precisely which is only possible by voice command.

This isn’t about being a commander, but more like every other MMO where players don’t like being told what to do especially if they don’t agree with it.
Lorella Windrunner – 80 Thief
Shayera Nightfall – 80 Mesmer
Well nothing forces anyone to listen to or follow any commander on the map.
I think they only need to add a option
" to turn off the blue mark on commander that u dont want to see on your monitor"
and that’s it
when you join some commander’s squad, you stop seeing other commanders.
as for OPs idea. i don’t like it. this is not a beuty contest or politics, where ‘votes’ matters.
P.S. i solo farmed my commander badge in dungeons, and i’m proud of it.

The commander icon should be purchased with badges of honor, if anything, instead of gold. Gold lets any fool pay real $$$ to become a commander even if he is a complete WvW novice. Obviously Anet structured it like this so that they can sell gems and make money, but it is not good for the WvW community.
