The commander feature still works the same as ever, aside from not being shown as a buff to enemy players.

Which server are you on?
I’m on Crystal Desert, it appears the number of active commanders is drastically reduced in WvW. I have seen them in PvE areas though.
Not all commanders are able to lead in WvW, It’s not as straightforward as taking a zerg through a PvE event train (like Modniir or an Orr temple).
I can’t speak to the circumstances on Crystal Desert, but I could recommend that you look at VII for a WvW guild if there is a frequently a lack of a commander.

It’s usually a dearth of players wanting to tag up for whatever reason. Buy a tag and become a commander yourself. Make sure you have a thick skin and don’t care about what other people think.

Thank you, I understand . This is just something I noticed after being away from GW2 for 7-8 months.
It might just be a Crystal Desert thing, the reason I miss commanders is mainly as a means to find other allies on a map and join up. I like roaming solo but not all the time.
The quality/capability of the commander was almost secondary to the social aspect of being able to relatively easily join up with others in the WvW setting.

You’re absolutely right. The hard part of being a WvW commander is not leading people from supply to objective and placing sieges to take the objective, but the social work of getting people to cooperate with you, keep you informed of map conditions when they’re beyond your line of sight, and instructing people in the basics of how to zerg correctly in WvW
One of the reasons I liked pugmanding was that you gotta make a mental picture with the information scouts are sending you and think ahead and constantly evolve your choices like a chess game. But that is only possible when there is a challenge due to teams being of roughly equal size or you are somewhat outnumbered. If your server is outnumbering another by a wide margin, all that goes out the window and it becomes just mindless running from one objective to another. That’s why I only really pugmanded when the going got tough.

I don’t think they’re on the decline. Season 2 for the league was really long. I think a lot burned out, or are still making sure they’re doing a ton of PvE to keep from burning out.
