That would not be “culling” anyway, unless you were fighting him in a large battle.

Sounds like your video card dropping the model from memory, or simply a bug in the game. I’ve personally never seen it happen, so I’m guessing it’s quite rare. I hope you don’t have a hardware failure, because that would suck. I’m assuming your drivers are up to date? Did you monitor your video memory to make sure it wasn’t maxed?
It’s probably because they’re not revealed until they deal damage. With enough distance you’d probably see 2-3 shots before one hits you and they become revealed.
I fought him again. This time it didn’t happen. Was probably just a glitch^^

I noticed a similar issue last night, I was with a group attacking a tower gate and their character models kept randomly disappearing and reappearing, the nametags were still there, but the models kept disappearing. Its probably a glitch I havent seen that before, or at least havent noticed if it has happened.

gw2 doesn’t have a very good priority system when it comes to loading models. So if your loading alot of models at a time(such as waypointing, moving fast through an area, or zerg nearby.) It could leave a player model behind a bunch of rock models.
If this is the case it should still show you the nameplate (if you have always show enemies turned on or pressing CTRL) if it doesn’t then it is culling.
