Defenders need something to do.
They will add a Belcher’s Bluff opponent in every keep and tower.
WvW is and adaptation of Alliance battle from factions, but still the same system cap, leave cap again, or old on point tick, besides that mostly or is rare to see groups dedicated to deffend.

Start up laptop, insert DVD, press play and watch a movie (glancing towards your GW2 screen from time to time so you don’t get kicked for inactivity and there are no attackers at your tower)

I guess I’m the only one who is never standing still when I’m scouting because I maintain all towers when I do, lol. Try refreshing siege, protecting camps, walking yaks, building siege and killing roamers all at the same time. It can be pretty exciting if you’re capable of multi-tasking. Just don’t lose yourself with one job or another or one of your towers might get ninja’d while you’re away doing something else.
I get where you’re coming from as someone who spends the majority of their time scouting or roaming. But it can be a fun job if you try to make it exciting by doing more than just standing there. It also gives you lots of free time to have conversations in /say /map or in /whisper if you’re social. Personally though I rarely find myself bored as I’m not often still for very long while I’m scouting. If everything is fully sieged, upgraded and refreshed, I take that time to go flip some enemy camps while checking the map every so often to be sure our territory is safe. If once again everything is upgraded/sieged/refreshed and there are no camps to take, then things can start to get a bit boring. But you can still bounce between towers watching for attacks or sniping roamers the majority of the time. Just be creative and you shouldn’t get bored (:

Not entirely true.
While running dolyaks, there are often monsters to kill along the way, especially on Eternal Battlegrounds. Not ideal, but it’s something to do and get some rewards for.
Better, though, is Quentin Lake on the Eternal Battlegrounds. I have ballista mastery and build a superior ballista on the platform by the lord’s room facing the Hylek camp. From there, I can use the ballista to take the Hylek camp, clear the Hylek camp, harass any enemies trying t do either of those things, or help people on my own server take the camp. But I can do enough damage to to the Krait and Hylek down below (even though they are fast-healing if nobody is down there fighting them) to kill them from the tower. So perhaps one idea is to put NPC events outside of towers that players inside can use for target practice and to get some rewards while sitting around and defending. Yes, I know people want PvP fights and not PvE in WvW, but unless ANet starts randomly teleporting enemies outside for me to use for target practice, NPCs at least give players something to do.
Stop caring about PPT and fixed objectives is the easiest solution.

When I’m babysitting a area I usually run around doing gathering and killing mobs for crafting materials. WvW ain’t the most rewarding place, so I need to get profit from somewhere, ya?

If you are bored when defending, you’re doing it wrong. There are way too many things you need to run around and take care of, there’s no time to get bored.

Completely agree. The only reason to be bored is if you only are motivated by fights and fights alone.
Personally, I try to do a bit of everything so nothing feels redundant. Grinding is what kills me.
Of course fighting is what is the most interesting but everything is important and doesn’t have to be boring. This is a game of conquest not a multi-skirmish setting…
I agree that it doesn’t feel like there is a huge amount to do. It isn’t just being motivated by fights, but the rewards for are much less defending than attacking.
My suggestion would be to allow someone inside a location to become the Tower/Keep/Castle officer. While within a radius of this location, the officer has options and abilities open up. These benefits could include:
a) The ability to call upon the nearby NPC camps for reinforcements. If they are not friendly, then you can send guards/scouts on missions to bring them on your side. Tiers of friendship affects how many reinforcements they send. High tier local NPC camps also provide supply.
b) A moral system – the officer can provide buffs and shouts to player and NPC defenders. Equally if he/she dies, this adds a penalty to friendly players and NPCs.
c) Sending out scouts. This allows the local-commander to send out scouts to provide more warning of incoming attackers/zergs. Scouts also lay traps to slow down or interrupt enemy players.
d) The officer’s party. Those joining the officer’s party receives perma-buffs while within the location.
e) Set priority-status for the location. This helps other nearby players know how they can help. Whether it is to get more supply, capture camps, and so on.
