Similar problem only with more volatility. Maybe if a server wins/loses 2-3 times they automatically move but no matter how the matches are aligned, some series of servers are just going to get screwed for months on end.

Correct that glicko is not intended for matchups like this. Specifically it is intended for cases where opponents are relatively balanced, which servers rarely are.
Incorrect that a ‘winner up/loser down’ system would improve things. The devs addressed this proposal long, long ago. You can model it yourself if you care to, but the bottom line is it produces more heavily unbalanced matches than glicko.
