If considering only WvW side, no. Because server popularity doesn’t really mean how many players play WvW. Sure, it indicates the level of activity in WvW as well to some extent, but it’s not that simple.

It’s very meh. Last time they did it, people still only moved up tiers (that’s what the game gives you the incentives to do) because it’s not uncommon for smaller servers to have higher populations (though we don’t have somethin as extreme as Piken Square but my server has a rather high population given it’s one of the smallest WvW population).
I guess I appreciate the thought but they’re goin to have to do better than this.

It’s not ‘who is calling the shots’ it is how the servers are set up. There is 1 population — everyone. You can’t decide the ‘WvW population’ without excluding people from activities or breaking up entire servers. When there is only 1 metric to decide population, you have to use it.
One possible solution is to break out WvW-worlds and only open WvW on those, then WvWers who want to PvE can guest back and forth. There is major issues with this as well..

Free transfers is in no way a direct solution to population issues. Nor is a server cap, since it can easily be bypassed by large guilds, even in tier 1 servers. I doubt there would be many who have been playing for 6+ months would disagree. Map caps on the other hand. Oh my, such a broken record I am.
Lately all transfers have been messing up the eco-system, so I don’t see how this is any worse. My server lost 3 guilds in the last week (I think) meaning the next 7 weeks are going to be pure boredom.

Rather than forcing then, they should find incentives for people to move. Right now all the incentives are to move up tiers (more gold, WvW ranks, achievements, etc.).

Somebody came up with the “Free transfers to Medium Servers” promotion. Do you really think that Devon doesn’t already know that WvW population isn’t proportional to PvE server population?
All this shows is that one of the tools available to Devon to balance out WvW, (allowing free transfers from higher tier servers to lower tier servers) has no support. Just like skill changes for PvP balance negatively affect WvW and PvE, PvE server balancing is keeping WvW from being population balanced. WvW is the tail. Get used to it.

you can guest to a different server is you want to Pve with another group or guild on anther server. while you must transfer to participate in WvW.

Not one bit, it does nothing to help the server’s that are need of help with the exception of Vabbi. Anet really needs to learn Over all population has nothing to do with the struggling WvW populations.
It will be interesting see if people in High Population servers seize the opportunity to escape the never ending ques and skill lag. It could be a good thing for rebalancing.
If they’re going to do something like this they should verify if server population is what’s claimed. I have a hard time believe every single US server is high population. FC, AR, DR are ghost towns in PvE and WvW.
All NA servers are labeled Very High/High so this means nothing to us. The funny thing is at least 5-6 servers on NA are Low and they still label them Very High/High.
So there is no way low population servers will benefit from this, because the tags are not accurately telling the story of each server.
Those people who recently (past 2,3 weeks) transferred to those now free (or cost lowered) servers should demand a gem refund. How is this fair to them?
This is what the transfer costs should have been from the start. Yes, it’s not as effective as it could be if it was based on WvW population and not total population, but these prices are still better than they’ve ever been.

Its not a good thing at all, as many of us have said, Server Population has NOTHING to do with WvW population, look at the NA servers, the bottom 3 are all very high/high and yet they can’t pull enough numbers to compete. Its frustrating watching Anet put on their blinders time and again so they can completely avoid the true problem/picture.
WTB a dev that actually REALLY cares about WvW, and has the capability to see past Server population.
Afaik server population varies on the amount of players logged in (correct me if im wrong but in the past even a very high pop server could drop to high status and people could join). Its reset night so ye i wouldn’t be suprised that over the next couple of days Piken will be back at medium in off-hours.

Have a look at current server loads and WvW ranks. There most certainly IS a correlation between low server pop and low WvW rank. It’s not an absolute certainty, but it is definitely the trend. Also try guesting around during peak hours. Simply using the low-very high listing in the server menu is a poor gauge of how busy a server is. Many listed Very High are anything but, especially when compared to a T1 server.

Interesting, I had no idea. In that case, I am surprised. I guess they made enough money already, so it was okay to give some away.
Free transfer to low wvw ranked servers might be more useful. With guesting, there is no real reason for pve’ers to worry about transferring so server population is useless.
This should be done. Free xfers to lower ranked servers would help a lot, but there’s no way anyone from anet reads this and less chance they do something about it.
For this to do what they want…they’re looking at the wrong population. For Darkhaven, you’ll see at most times we’re very high however our WvW population would speak the contrary.
Our server, or any server with a low WvW yet a very high PvE population, will not benefit from this at all. Unfortunately, there’s no way Anet would allow us to see that.
