Down And Spike Should = Respawn
I agree, and most others here perhaps. You are stomped, you cannot be rezzed anymore.
It will however not in the slightest help against zergs on low pop servers since they do not even get a chance to stomp. It’s even counter productive when you are defending, Wont go out because if the stomp me i cannot get back to defend.
I think if you’re downed and finished you shouldn’t be able to be rezzed in combat.

Add the fact that stomping counts as an attack (reveal stealth) and you got a perfect solution for the downed/spiked state in both WvW and PvP. Damage breaking ressing is harsh in PvE though (boss battles)… but hey I’m all for a tougher time on zerkers.
