Go and die 5 times in a row and report on the status :p
Afaik that part is still working, but I think rallying has behaved oddly for a while now. Seen some wierd kitten with people getting up from seemingly nothing at all – and I have experienced myself, suddenly getting up with no one killed.
Yeah, I saw people randomly getting up without anyone around dying too.

Even if it is working properly the current downed mechanic is a system designed to support numbers over skill.
Players that are downed more than once in a one or two minute window should go instant dead. Course I think dead players should have to port so what do I know.
