There was a RoF player earlier near Godslore Quarry, Gandara Borderlands, a female Human Thief that was teleporting underground, then using Underwater guns from under to hit foes above…
I don’t know how to report that though because in WvW you can’t see names…
PS: He was a newbie Thief with no skill, always going underground to escape death, I almost killed the exploiter like 10 times…
