Judge’s Intervention’s cooldown doesn’t get reduced when traited with Monk’s Focus, please fix.

This occurs in WvW, but not in Spvp for some reason.

it occurs in sPvP as well, only Smiter’s Boon lowers JI’s cooldown, not monk’s focus, it has been reported many times since it first cropped up in the specialization patch on 6/23.
