notice the absence of the typical ‘under attack’ sign over at the Hills keep. that was blue taking it from the keep they did not own, nor did they attack it.

Mesmer or thief hiding out maybe? The fact they went up the pathway to the Dawn’s Tower makes me think that it’s unlikely to be a flying hacker.

Or maybe a small team broke in and took it, and the swords under attack sign had run out after that? Wouldn’t be the first time I’ve broken into the lords room without the defenders noticing.

To be fair though, no idea.
