You may have seen Devon Carver on the Future of WvW:
“Right now our game rewards you for holding an objective, not necessarily for taking it, and overwhelmingly favors the last server to log out for the day. We have some ideas in the pipeline to try to increase scoring when people are playing the game and to make it much more difficult to keep your territory without actively guarding it.”

I’ve no idea, which ideas ANet has for that. But after reading it, I had an idea how it could be done:

Garrision

A tower, fortress or SM only give Score points for the ticker, if it is garrisoned by human players. Each player counts for 2 (or 3 or 5?) pts. So a tower needs 5 people to score 10 pts (it’s max), a fortress needs 13 player to score 25 and SM needs 18 players to score 35. If thee are less player it scores less, if there are none it scores none.

Revolution

If at any ticker (without active siege) there is not one human inside a tower, fortress or SM there is a 50% change of a revolution of the NPCs. If an revolution occurs, the keep turn to neutral (i.e. hostile to all player sides). NPC’s are trippled and wall, door and guard upgrades start automatically with unlimited available supplies.

Acquisition-Score

When a tower, fortress or SM is captured it gives the attacker an score-bonus up to tripple the score value (30,75,105), if enough different defenders (15,38,53) were inside at any time during the siege-event.The acquisition of an undefended or neutral keep gives no bonus.

Small adjustments:
-Probably garrisons should get some bonus (event, WXP, …) at every event ticker.
-Probably it’s a good idea to have the ticker more often, e.g. every min. or 5min. to avoid everyone rushing into a keep at ticker-time.

Intended effects:
- Zergs get smaller, if all people of a map are in the zerg no one is left for turning possessions into points via garrision.
- off-time-capping is limited, e.g. an off-time-force of 50 people cannot get a score higher than 100
- when they go to bed and no one is on the map, everything turns neutral.
- PvD gives no bonus points.
