Developers, players know about this problem for a long time, there were several posts about it.
Many players hoped this will end with Feature update, sadly lags are still here.

My next door neighbor and I have the same problem for 2 months now. We thought it had been a problem with our Comcast. We have had several Comcast technicians come out to check out internet and none of them could find a problem. Good to know other people have been having the same issue. It is quite annoying when every few minutes the game lags while playing while doing anything. I hope Anet can fix this soon.
