I agree with OP, this happens way to often to Blacktide aswell. PUG guilds putting thier nice guild banner up, Im sick of it!
I would like to see these solutions:
1. Be able to override a guild claim if the claiming guild has no buffs activated
2. Remove the 3 min claiming CD when capping an object, so small guilds within a zerg can activate thier buff sometimes.
I want to help my server and my community, but Im not allowed due game rules. But trolls are allowed to sink the community. GG there.

I’m guessing this isn’t just griefing, but also ignorance. Perhaps players new to WvW. Or the game. Not that it matters in the end.
Rather than an override, perhaps a 1 min window with a message to the claiming guild stating if buffs are not applied within 60 secs, the claim will fail?
One simple solution would be to check every 12 or 24 hours whether someone from that guild has been present in the zone. If not, alert the guild and begin a one-hour countdown to the objective resetting to guild-neutral. (To be cautious, if there are no guild buffs activated.)
It makes sense from both a gameplay and a lore standpoint: if your guild has abandoned the objective, what claim do you actually have to it?

Of course, if you haven’t lost it to one of the enemy servers, does it really matter if this guild’s claimed it?
It’s annoying when you want to put a +5 supplies in there.
It happens so often it gets tiring. And from tags we never saw, although it was probably one random dude who thought “hey what does this do ?” and not to troll around.
Anet should change how claiming works. If a guild has more buff than yours, they can claim over you. And if a guild loses all their buffs, they close the claim too.
Since it doesn’t stop anyone from ordering upgrades.. and that you’ve been holding garrison for 3 days straight even without any guild claimant buffs.. what exactly is the problem?
Seems like OP is just sore about not being able to put his/her guild emblem on the wall.

The Garrison is under heavy attack in certain hours, we are outnumbered, and every little bit would help – like the +10% player health buff, and others (they seem minor, but keep upgrades are similar, and they add up and can make a difference). We have guilds who could claim it, but it’s not possible. I’d like to see a server emblem instead of a guild emblem on the flag, or nothing at all. When it’s an unupgraded objective, or defended by the guild who claimed it, then doesn’t matter which buffs are enabled, but this is not like that.
It’s about caring or not at all, and even sabotaging your “teammates”, and they can’t stop you… This can be understood only by those who are trying to help their team, not just spend some random killing time on the WvW map.

I hope you all did what I did. In the last CDI for commander system, I made the recommendation that commanders should be able to unclaim any structure that does not have a guild buff. It would resolve this situation.

otherwise the games devolves from “don’t claim if you don’t have buffs” to “don’t man this siege if you don’t have mastery R5” to “rangers suck, play another class or else you’re wasting one of our player slot”.

You’ve never run into a troll commander?
I think it’s more of a case of ignorance rather than griefing.

We have/had players taking golems from Garrison and “suiciding” them, by jumping down towards the water gate. It’s not accidental, but intended. When these things happen repeatedly – those players become “known”. This case is similar, I just avoid using names here, because we need game changes, to prevent these happening.
Or Anet can just stay silent and let these “freedoms” continue. The game will be still played by those who don’t care about these minor details, and have great fun focusing on other things. These sad parts are here in case somebody cares and can help, like a prayer to heavens
