They are not “easily” countered. If they’re inexperienced enough to put them on or near the cliff edge then yes you can kill them with ballistas or arrow carts. But there have been times when no matter the arrow cart placement you can’t get numbers on them because they’re back far enough. Also that presumes that the enemy is willing to let you build siege there in the first place, and if your not being pushed off by enemy players they can easily build a catapult on the cliff on the right near the stairs at garrison and AOE that spot where you build arrow carts all day yet you can’t hit it. What I’m saying is this shouldn’t be an issue at all, period. You can’t treb hills from garrison, no reason why you should be able to treb bay.
Go west or east, passed a tower and use siege to hit the trebs from the side. I know, i know its difficult for mindless zerglings to not make 27 crosses on the way getting there, and have half of them mindlessly facerub the tower.
But once you get people to activate some latent braincells, its a very easy strategy to counter the trebs. And if they insist on building new and more trebs over and over they burn through supply nice and swift.

That seemed to me to be the obvious answer to the OP. I’m just surprised it took five replies before someone offered it.

The easiest counter is Eles using Swirling Winds to block the treb shots, 2 eles can stop 1 treb , 4-5 eles can stop any amount of trebs.

I disagree with the op. Trebs from the southwest camp can hit both the inner and outer walls of bay and it’s a relatively easily defensible position with ballistas and arrowcarts. I think the bay was designed so the primary battle was to be over the inner wall where there is very little room for the attacker to move due to the moat.

Trebbing from the supply camp can be counter trebbed from inner bay.
Can you counter treb the easily built and replacable trebs at Garrison? Sure, if you took Longview/Woodhaven and built counter trebs in between that tower and the Garrison. Or you can press your luck by not taking that tower and building the counter treb there anyway. Good luck doing it when the Garrison usually has trebs built specifically to counter treb the trebs at Longview/Woodhaven though. Not to mention the mortars and cata’s that can easily reach your treb location needed.
You see the difference? Every location has an easy counter treb location except that spot. Sometimes it’s almost required that you take Garrison just to take the trebs down, which if you’re in a higher tier server than good luck keeping that Garrison from 40+ man zergs on every side wanting back in.
