No it won’t, players transfer to higher tiers because they want to win. Changing the gem price for transferring has no effect on whether a server wins or not. Not to mention most higher tier servers are overflowing with gold and will pay for guilds to transfer to them making the transfer essentially free, while lower tier servers tend not to do this resulting in a system where it is actually more expensive to transfer to lower tiers than higher tiers.

I didn’t say that, I said playing around with server transfer prices is a poor way to provide an incentive for people to transfer to lower WvW-population servers. A game I played a few years back called Aika had a similar system of servers fighting each other, and they gave in game buffs to the servers with low populations providing them with massive xp buffs, loot buffs, and free chests at specific levels that gave you cash shop items. So people had to choose which they value more, winning, or having a much easier time leveling, making money, etc. I think first GW2 should find a good metric for measuring WvW population, and then implement a similar system. If you had to choose between being Tier 1 and having no buffs, or being Tier 8 and having a permanent 100% magic find, 100% xp boost, chance for enemies to drop BL keys, etc. there would be a lot more people willing to transfer down a few tiers.
The prices at the moment definitely don’t make sense. It costs me as much to transfer to someone in Tier 5 as it does to transfer to someone in Tier 1.
I don’t really care about the cost but there is 2 things that it seems people over look. You can transfer for FREE yes it takes a lot of gold but you can farm it and transfer for free. Also the price can change based off population. A lot of other games will give you a straight cost of X amount to transfer.

I’m pretty sure the gem price is based on the server population, not the WvW tier. As such, the two aren’t totally correlated …so there is no issue at all.
