Guild Banners of Neglect
The only function of claiming a guild is to provide buffs to the area. A guild receives no additional benefits for claiming a guild, so it should not expend any extra resources in upgrades. I want the guild groups moving together and attacking targets efficiently, not standing in a keep to ensure it’s upgrade progression.
^^
Yeah … so don’t go claiming any guilds!
It’s [NERF] or nothing!
Just because it isn’t your guild banner flying over a tower does not mean you can’t upgrade it. I have spent 100x more upgrading other guild’s towers than I have my own.
Anyone can upgrade a camp, tower, keep or castle REGARDLESS of who has their guild flag on it. So disregard the OP and instead focus on SHARING the responsibility of upgrading keeps so that you spread the cost across the server making it cheap.
The only exception is IMO big guilds should hold claim over the Castle and Keeps with orbs, primarily to keep WvW buffs running at them

Even the naysayer admits that there is an advantage to having a guild responsibly claim certain nodes. Thank you for proving my point.
While you and yours may be satisfied with anyone being less than that responsible, Tarnished Coast benefits most from everyone chipping in and fulfilling the glory of their name.
No, the “naysayer” is emphasizing the difference between your statement that only the guild that has claimed the location is responsible for upgrades purchased with coin and the fact that major fortifications should be claimed by guilds that can provide buffs purchased with influence. What you are saying is potentially counterproductive for the reasons given above.
You may have your own opinion about who should spend coin on upgrades, but if you’re going to be judgmental please keep that to yourself.

Claiming without buffs ranks right up there with emptying out the supply.
Claiming also denotes a sort of obligatory defense to that particular building.
Your claim to a building shows that you and your guild:
1) are willing to defend that building;
2) are willing to assist in leading upgrades to a building;
3) are willing to assist in keeping supplies coming to the building; and, most importantly,
4) are willing to repair any damaged walls and gates on that building.
A guild occupying a building is the equivalent to an army occupying a friendly town or a fort. You are tasked with the upkeep of an area.
If you claim the area and don’t have the power to perform the aforementioned tasks, then you are failing not only you, but your guild and your server.

I don’t own, I just play
I kinda think if you plant your banner you should have 1 or 2 people remain behind but the game doesn’t reward you for keeping what you already have… It rewards the server but whilst your team is out there killing and earning XP you can be twiddling your thumbs until the other server plucks up the courage to attack.
I sat on Crags most of the day today, making sure we had enough siege equipment, calling in the group to mop up the zerg that came along which thankfully the siege equipment gave us enough time to hold them off.
But very little reward for guarding our assets… I think if a guild places a banner on a keep then they should have to stay in some capacity at that keep
