SO the last couple of days i’ve been noticing more and more Footman ranked people but they are Sub 80 and very squishy (so thier armor isn’t even level 60 im guessing)

is it possible to be sub 80 and still have rank 50-59 World EXP?

Yes, WXP doesn’t have anything to do with the player skill lvl or xp gains(for the most part). You could lvl 1-80 only doing WvW, and probably be +50r by the time you hit 80.
