Guild Wars 2

Been stuck on world complete for last month needing blue borderlands for my server.
to can get last few map completes. Area needed never seem to be taken by my server.
So that not been option.

How does this get decided seems like are a server has flipped between red and green only for last month consistently.

Its a dice roll with the server ratings rating that determine the server positions in the ladder.

Servers that after the rolls get ranked at 1,4,7,10,13,16,19,22 get to be green.
Servers that after the rolls get ranked at 2,5,8,11,14,17,20,23 get to be blue.
Servers that after the rolls get ranked at 3,6,9,12,15,18,21,24 get to be red.
