How do server blackouts work?

Is this some kind of almost clever bait for a discussion on underhanded tactics to stack “shall-not-be-named-but-we-all-know-name” server?
I’m a roamer who lives in Hawaii, and my timezone is desirable because I’m active in the void between NA and SEA/OCX. People say they want me to come over to help with coverage. In order to go, I was told that if I pay certain players on the War Council on the server, I can transfer over. But I don’t understand how the server does that when it’s full. Can someone explain to me how server blackouts work? And is it safe to mail massive amounts of gold to these players?
If they really wanted you to help them with coverage, they’d be paying you to move for free. They’re asking for money because there’s some kind of associated risk with the prospect of getting you to move, and they don’t want you to talk.
What they’re asking for is either a scam (“Sorry we couldn’t get you over but we’re keeping the gold and we’ll let you know when we can get you here later someday” or doing something blatantly illegal, underhanded, and against the ToS.
Your call on what to do next.

They’re asking for your help, and they want you to pay? lol. Sounds a bit shady since they get most of the benefits and you have no way of enforcing this deal either. They might just say “Oh, we can’t get you in for now. We’ll be working on it soon [but really never]” or they just flat out run with your gold and stop talking to you.

It’s probably fortunate that a lot of scammers lack that degree of sophistication.
Scam or not, I just find it interesting that someone could propose such a lopsided deal when asking for help. Normally, you have to answer the question “what’s in it for me?” It’s almost egotistical in a way, sorta like “You can purchase the privilege of being in our presence”, not that narcissism doesn’t run wild in these parts.

First of all NEVER send gold to someone for the purpose of transferring to their server, that makes no sense and is obviously a scam…and I sure as hell would like to know who has been telling you this, if this is true.
Players do not control the opening/closing of servers, anet has metrics that they monitor to do this. It focuses on activity and population. Don’t be a fool and think a server is going to magically open for you.

Sounds like a scam . But on the other hand, if certain “Server War Council” players have that much power to manipulate the locks on a server then that warrants a serious look by ANET.Of course great care needs to be taken before developing conspiracy theories without proof. If it sounds to good to be true,It is.

From what I’ve gathered on Team Speak, if enough players don’t log in for a day or two, that will decrease server activity, and make it “not full”. But I’m still confused how blackouts work in that respect. If the server is overflowing with players, how do you convince everyone to not log in?

It’s called an organised server by some, manipulating by others.
Here’s some advice for life Penguin: If someone wants you to do something for them you shouldn’t have to pay for it, ever.
Doesn’t matter if it’s work or play, your time should be worth something so act like it’s worth something and don’t let these MaLeVoLenT people take you for a ride.

Look, its real simple: they want you to come to their server? Either you transfer because you want to or they pay you to transfer. Its really as simple as that.
Even if you would pay them to artificially lower the server pop, they cant guarantee you a slot. When the server is open, its open for everyone.
This just reeks scam.
so you’re wondering if it’s possible to stack the current number 1 server more which is Blackgate because they need more help with coverage even tho they are annihilating all other servers ?
Reminds of me those emails I keep getting where they say I can get half of $200 million dollars from Africa if only I send them a few thousand dollars to help with administration .

I could be wrong but it sounds like you are paying for other players to not log on for a couple days in order to drop population and open said server. I don’t see how one person could cause this, in the case of a certain unnamed server this would require a lot of people to not log on for x amount of time so it sounds more like a scam. If it’s not a scam, then it’s clearly manipulation of server population proving further Anets incompetence if it actually works.
