How do u get so many loot bags?
Maybe you did tons of damage to just 1 person and not much to a bunch of others? I really don’t have a clue why you only got 1 loot bag.
I run as a staff ele in wvw and I “tag” a lot of enemies with decent damage to get a lot of bags. I’ve found if all I do is throw out a meteor shower and hope I get bags that I don’t get much. But, if I’m using a static (aoe hold with damage) followed with a meteor shower (aoe damage) then using tab and a high damage ranged attack, I can help finish enemies and get an insane amount of bags in one zerg fight.
Maybe focus more on finishing enemies or doing more damage to each one to earn bags?
Simple answer: You’re not doing enough damage to each enemy you’re hitting. You have to do a certain percentage of damage to a player to be eligible for loot. The best way to combat this is to join a group, in which case the damage of the entire group counts towards that percentage which in turn increases your chances for loot.

Since you said “hit different groups” I thought I should clarify assuming my understanding of what you said is correct. I don’t mean “groups of enemy players”. I mean, party up with other players on your side and try to stay together. Your entire party’s damage on a single player will determine whether you qualify for a bag drop or not.

There’s also an RNG component to if you get a bag from each kill, it’s possible you just got bad random rolls that time.
I’ve gotten plenty of bags by hitting downed players a couple times (~500dmg or so seems enough for a tag) running by myself. Has there ever been an official post on the loot/party interaction? Because I’ve seen this repeated a lot, but RNG breeds superstition, and I’ve never seen an actual dev post saying that party damage adds to the probability to get loot.
The other possibility is you missed some loot bags. Make sure you use the “show enemy names” key and look around 360 degrees after a big fight. That will show “loot bag” over each one, sometimes they are hidden in the terrain or partially spawn underground, or don’t render immediately.
Default key on your keyboard is Ctrl for seeing loot bags. Hold that down and look around. The words “loot bag” are above your bags in yellow text which makes them easy to find.
Thrashbag said ~500dmg or so for a tag. I like to see that I’ve hit over 1,000 damage with my ele. However, if my first hit is over 1,000, I usually try to hit just once more. In my head I think that gives me more bags.
I don’t think there’s a real % of health or any real measure of how much damage you have to cause to create a good roll for a loot bag?
I get lots of bags though, so I’m not deviating unless I hear something concrete.

As was just mentioned, loot bags can be terribly hard to see, especially during the chaos of battle.
Regardless of whether or not being grouped = more loot, I like to be in a group anyway. If nothing else, it makes it easier to see each other both on the map and within a larger group of players. Personally though, I do feel that I see more bags dropping and XP numbers popping when I’m grouped up.
I never join groups, and I seem to average about 1 bag per 3 kills. In a typical fight, I have 10-15 bags on the ground afterwards. You just need to do more damage to get kill credit.
