Man, at what time did you take that screenshot? I’m on SF and that pie chart is depressing to see. It looked like we had a good share of territory when I logged off last night.

Sometimes the orb gets displaced by lightning strikes which causes it to respawn. Other times it is bugged and can not be taken.
