How to balance out Server Populations
Out of curiosity are you referring to just the NA time slot or all time slots across the day? Are you taking into account the limited OCX/SEA/EU guilds that currently play on NA?

No, time slots mean nothing to me. I simply want to have all servers end up with roughly the same points at the end of the matchup.
Currently if you take the number 1 NA server vs the number 10th NA server… it will be litterally a 100-0 matchup. That shouldn’t be the case. I project that after the balancing it could be more like a 70-30 matchup. That’s a reasonable prospect.
I’m not sure that you understand the real issues with population in WvW. There just isn’t enough guilds outside of NA (timeslot) to make all tiers competitive, even just the top 9. The reason EU/OCX/SEA guilds come to T1/2 is because they know they will have people to fight and it won’t be all PvD. The random match ups and now leagues is what is causing imbalance. As it stands now SoR/JQ/BG is at the best its ever been. Look at the scores for us JQ (3rd) is only 5k behind SoR (1st) after the weekend, its super close. Honestly a lot of work has gone into this match up from all 3 servers and no one is trying to build a super server like before.
As far as the leagues are concerned, trust me when I say its a concern for the T1 servers as well. Rating and PPT aside, the difference in coverage will make for some very uninteresting fights. For our NA forces it may be fun to see all the different guilds from different servers but all the off hour folks will be bored to tears.

Tier 1 wants a ribbon for recruiting from all the other tiers?
If they want to balance server populations, they need to condense 2/3 of the servers or reduce map population caps drastically. Too few NA players, too many maps on too many servers. That doesn’t address sea/oceanic players, though, and more to the point, will never ever happen.
Forcing people to leave their server is a bad thing.

I’m not sure what part your disagreeing with. JQ has done quite a bit since they were number one and I know they are still working on filling some time zones. Personally I have a lot of respect for JQ. As for the super server, I obviously can’t speak for my whole server let alone other servers but it would sadden me if any one of us (BG/JQ/SoR) became a unbeatable server. So far this match up has been quite a lot of fun and like past match ups I like look forward to each week.

Regarding the OP’s first point:
What do you think would be the effect of limiting the population for any given map to the lowest number of players from the top two servers? Meaning that the population cap for a map would be dynamic, based upon the top two servers on the map. Of course, this would eventually hit the “ceiling” determined by ANet for performance reasons (i.e., the current cap).
A few that I can think of…
PRO: At least it would allow for two of the three servers on a map to have an even match, population wise.
CON: Not as many players from high population servers could play on a given map. Maybe that’s a PRO…
CON: Since the caps would be dynamic, you’d have more queues during off-peak hours. Peak times (e.g., Friday reset, weekend NA daytimes) would continue to hit the performance “ceiling”.

The populations will never ever be balanced, who dominates the battle ground is whoever has the most people around the clock, period. People bought the game, chose a server name from a list that they thought sounded cool or their buddies were on and Anet said “Hey, let’s turn those random people into a team!”.
