Idea for WvW Balancing Finisher move
What? All those gems used to buy finishers would be wasted and need to be refunded.

99% of the time downed state is just prolonging the inevitable. I would say just get rid of downed state but the amount of wasted finishers would surely cause rage.

I think mainly in pvp enemies would rather prolong the inevitable as long as they can.
I for one hate when people don’t stomp me and I sit there waiting to die only to have to wait for the respawn timer afterwards :P Its a tactic used by many and even I do it myself at times.
I enjoy the gameplay around finishers. When the fight is bigger than 1v1 the choices become non-trivial. Pulling off a finisher in ZvZ or in keep siege is true art.
For example as mesmer I can swap to Staff, start a finisher, use Phase Retreat to teleport out of range of downed interrupts and then Blink back in just when the finisher completes. If the downed enemy is being revived too fast, I may have to Blink in early and also use Diversion to interrupt the revivers. But then I have used 2 valuable cooldowns to secure the finisher. The rest of the enemies know exactly where I am meaning I will need more cooldowns very soon.
You proposal is more valid for sPvP where the fights are tiny and simple. But even in sPvP if you get downed you are a burden to your team. No matter if you can delay the finisher for that extra few seconds.
