No, I really don’t agree. For a start, every control effect can be countered by either stability or condition removal – take those in droves and there’s your counter. If you’re not running condition removal in droves in order to take something else, then that’s a sacrifice you’ve made on your build and you should be looking to avoid fights where this will happen to make up for it.
Second, control attacks are a method of taking someone down. What you’re suggesting is immunity to the ways to counter someone escaping, immunity to skills that are in the game, have been designed around, and are part of many peoples builds, and immune to those who rely on certain control builds to do their damage. A powerful control effect can be compared to a powerful damage effect – it lets you get more hits in on someone to make up for that lost damage. Just like you only have yourself to blame if you get caught out by killshot and don’t dodge it, it’s your fault if you fail to dodge bulls charge or some other control effect. It’s another method of combat that people use.
Besides, it’s hard as kitten to chase someone down anyway.
Similarly to the way there is a restriction on how many people AoE damage effects, there needs to be an amount of incapacitation abilities a player is allowed to experience before they are immune from any further for x amount of time.
Except this isn’t the same thing at all and you know it.

In the extreme, this could make bunker builds unbeatable. GW2’s stuns are already pretty short. To be stun locked you would need several people on you, and then you’d be dead during the first stun anyway.

You would die against 5 guys, unless you are an ele with RTL. Or you are a thief with stealth and crazy mobility. Or you are a mes with clones.
Catching people is already very hard as it is. No need to nerf snares even more.
