In tiers with a significantly more populated server (many tiers), the strongest server lives in fortified structures able to more easily defend their most important WPs. The two remaining servers try to paper each other often avoiding the heavier populated server because taking a T3 with fewer numbers is extremely difficult. Basically the system is setup to crush the least populated server in a tier and then keep crushing it.
My suggestion, create significant incentives for less populated servers to focus more populated servers upgraded structures. Basically create a system where the weakest servers aren’t a target just because it is easy to flip their side.
