It is bad, but at the same time it is completely impossible to do anything against so we simply have to accept it.
Even if they blocked whispers in WvW it would still be possible to use 3rd party programs to communicate.

All about convenience. 3rd party can be used but that’s assuming every random commander is using same software and/or they are able to log into same BL as you.
Leagues should have removed party chats of opposing servers alongside up levels being able to queue as level 1 on a second account to use as spies.
Buy a throwaway 2nd account. Log into level 1 alt to troll the server, once the match change hands, delete the level 1 and create another garbage toon on the new opponents server, never have to buy transfers ever.
Yeah… you’re a bit late to the party on this one. The first big complaint I saw about this was on August 29, 2012, when an multi-server Mumble was setup specifically for a few servers to be able to talk to each other in the hopes of bringing down the Titan Alliance (HoD at the time) together. That was 1 day after release…
This is really one of those things that, while not common, was brought over here from DaoC and other games like this. There’s really no way for ArenaNet to police every Teamspeak, Mumble, Raidcall, & Vent server being used in the game, and even if they did, they would have to deal with people talking on Steam, IMs, texts, and so on. If 2 servers really want to form an alliance to take down a 3rd server, they will. I really don’t know how ArenaNet could stop it.
Alliance is one thing. In the JQ FA SoS matchup JQ are so much stronger than SoS or FA that the best possible thing would be for FA and SoS to form an alliance against JQ. Everyone would benefit game-wise: JQ gets more of a game, FA and SoS don’t get stomped by JQ so badly. The drawback would be that there’s less WXP and bags to go round, but so what? That’s what WvW was designed to be. Karma training however is a different thing. Here people agree to just turn WvW into a farm fest, and too bad for the people who’re actually trying to play.
I give Maguuma huge props for not agreeing to it.

I support 2 servers teaming up and working together to take down a common enemy. Isn’t that why we have 3 servers per matchup?
Also I have never seen it work longer than a single evening.
7.2k+ hours played on Minesweeper
On my server, we have about 4-5 main VOIP groups running, depending on match up, if itsserious game face time, we will have 1-2 people in multiple VOIPs and help relay what is happening, also, often times we will have 1 person running with other groups/guilds so that person can let us know exactly and precisely what is happening at any given time.
This really helps in coordination. We tried using a single VOIP but as we are getting more and more people in it, hardware capability is becoming an issue, so it is better doing it this way.

I’ve only been on SoR for a few weeks, and I’ve never gotten an indication of this happening (3-way communication). There have been “understandings” between a pair of sides for a mutual benefit, but never a 3 way, which, contrary to popular belief, is always ghey.
Interserver communication certainly happens. The post I linked above had a set of screenshots showing someone from JQ whispering someone from Maguuma, asking to form a karma train. JQ would not resist if Maguuma took certain possessions on condition that Maguuma doesn’t resist when JQ takes them back. They’d then trade towers and keeps endlessly, farming farming farming. The post’s been deleted now though (I presume because the screenshot didn’t hide the names of the people involved).
I’ve also seen a JQ-BG agreement to karma train once. The commander wasn’t ashamed to admit it, and in fact told me to get out of whatever JQ were sieging at the time, or scouting them. Haven’t seen anything from SoR, however.
Inter server communication is another dynamic of the fight.- party joins, voip, forums, friends on opposing servers it all happens. Politics is a source of influence and strength in conflict. If you can effectively manage the politics of the match to gain an advantage that is a skill not a matter of failed ethics. As to " There’s nothing that any individual player can do about it" this is entirely untrue. It takes time and effort to establish political strength and effectiveness. You can’t just hop into WvW and say everyone obey me we now have an alliance with server X. There has to be enough of an advantage to any proposed action that you can persuade the majority of those within your realm of influence to action. Setting aside alliances look instead at overall tactics. Each commander differs in methods, effectiveness and communication habits. Those differences will cause friction that has to be resolved for them to succeed. That same influence established through effective operations is what allows you to have an individual impact on political action for inter server activities.

I play on lower tiers, if you get it from us it is because we are asleep or the PUGs are too busy defending “ermagerd sternmyrst”.
I’m not really concerned about interserver alliances (yet anyway). I’m more concerned about interserver agreements to karma train. This has nothing to do with tactics or PPT or whatever – it’s simply turning WvW into an arena for farming.
If you’re a solo player caught between two commanders agreeing to karma train while dodging one anothers’ zerg, what can you do other than switch maps?

OK simple response- Don’t like to see them swapping build a 75 man guild , lead it and stomp the opponent into the ground. It is no different then the guys that hate fight club and roll through the middle of it.

I don’t know if SoS were in communication with whoever it was (I presume JQ?). BG did however, and I didn’t approve either.
