Probably not, but most of us hope they leave it in. It’s the perfect way to chat without worrying about hurting sensitive people’s feelings. The option to decline party invitation is always there, unlike whispers which you receive without consent (before blocking an individual ofc).

They removed the ability to chat with your enemies by finding out their name through reporting them, so I doubt it’s intended. Most likely an oversight on their part, but who knows, maybe they changed their mind.
You can decline group invitations. It’s hard to preempt harassment via whispers, which is why account names in report boxes were removed. I feel like this is intended.

I thought this was fixed.
Like a month ago.
If you even know their character name you can just /join <name> them anyway, just like you can invite people cross-server anywhere in PvE with just their name. Not like there’s really anything wrong with this. The only difference is that they have a different name in the party windows and on their nameplate.
