Inviting to Party WHILE in WvW - Problems
Its a bug. A very technical one having to do with you and the invitee being on a different physical server than your home server i imagine, but a bug non-the-less.
What I do is have them join my party instead of having me invite them. That way I only have to accept the join request and it saves my typing their names (that may or may not be complicated).

I believe this is because they don’t want you to be able to interact with enemy players, so they homogenized your choices to just “report” for everyone in WvW as they don’t have the ability to segregate your options.
At least, that’s what I figured.

It’s weird, I get the “report” button sometimes, and the proper option list other times. It’s the same thing with my contacts list – some of the contacts don’t even have the option to remove them, only a nice report button.
Hilight their name and type /invite or /join into the chat box.

I agree with you though, that they probably just tried to avoid people party spamming with enemy servers.
This is a really annoying bug, particularly when taking special alt characters in to account. Thanks for the tip Zastari.
I think what the OP means is when in WVW they can’t invite others by right clicking their name in chat and hitting an invite option.
I myself have ran into where I can only “report” fellow guild members by right clicking to invite for a guild wvw event, and I just solve it by typing /invite or having them type /join

It is silly how you can only report people through right click especially in the guild roster… :|
The sad thing is it fails at stopping the “fix” to talking to enemies as you can just select them press “P” and click invite, though it only reveals their name if the accept the invitation.
I have had this too; but then, I’ve also had people in PvE that didn’t have the Invite option in the right click menu – not sure it’s WvW specific. And yet even if the option’s not there /invite or using the UI and typing the name in Invite works …
