Just a quick thought
It is something various forumeers has discussed from time to time. But we honestly don’t know how easy/hard it would be, and don’t have the numbers. It might very well be that 3 servers have OCX similar, but is wildly different in EU and SEA, or even NA etc. So… we don’t know how difficult that would be.

If you could split each server int NA/OCX/SEA/EU and then match like activity NAs together, the same for the others, then you wouldn’t have night capping.
This isn’t an easy quick fix so Anet won’t do it.
It’s easier to take the lazy way and lump one server with another using a flawed population calculation algorithm and lock servers that have too much activity and call it balance.
Coverage hours of each server change every week. Some commander has a week off etc. I doubt it would work and it would just mean that other hours are even deader. And issue would be also that the one server with biggest coverage during the most active hour would get all the bandvagoners and everyone would have 0 fun.
Its ideally 24/7 gamemode anyways, I know its not easy to find a commander to cover certain timezone but just find a pug thats online everyday on the same time when you dont have any coverage and lure him to tag up. There should be some people online always willing to ppt as long as the comm is smart enough to gather numbers first in EB/home bl
