Let's talk about the outmanned buff
Brought this up before, and can not see much happening on this front ‘everything is fine and dandy, working as intended’. Sorry for the cynicism, that is the way I feel.

My experience with outnumbered leads me to suggest the tooltip be edited to this:
Outnumbered:
Adds feeling of hopelessness.
Increases chances of allies leaving the map to pve/eotm.
Everything ells is pretty useless in terms of evening the playing field
The buff never had any impact on “levelling the playing field”. All it did was reward a bit more for your actions and lessen the cost of failing.
Coverage is king and no buff will balance it out. If coverage bothers you, change server. If it doesnt, then you dont have any complaints….. If it bothers you but you are to stubborn to change server then you are simply a kitten.
I like the buff, it lets me know when a giant group has come onto the map, and gives us time to prepare.

Yeah the buff is pretty useless and with repair costs being removed its even more of an insult when it pops. It’s a nice little boost if you are the only person in an enemy bl and you are flipping camps. If it pops in your home bl or eb its more of a warning you are about to get kittened.
To be honest I don’t see any harm about adding a small stat boost to the buff. If the odds are 3:1 for the buff to trigger 100 more to every stat isn’t going to turn the tides but it at least gives you the idea you stand a chance. Duelling has already been moved to OS so all the people complaining about not being able to have an even match for duels don’t need to worry about it.
Outmanned should give some serious buffs. Something like 5 stacks of applied fortitude and a 10% movement bonus.
WAR had the best outmanned system. It scaled up to 400% and it gave you bonuses to all the gains you got from rvr. If wxp, karma, xp, and magic find was 4x instead like 25% more I think it would make a big difference. Imagine having 1200% magic find and getting 400 wvw xp for taking a sentry. That’s an outmanned bonus that people would flock to.

Pretty much this. The only thing the out-manned buff currently is useful for is giving you some indication of troop movements across maps. Every other effect is negligible and not even worthy of taking notice.
Seriously, it’s been 1 and half years since release, and this “buff” is still an absolute joke.
The community has made numerous threads about it, and it could easily be something that helps balance WvW for lower populated servers.
With the recent removal of repair costs, the most beneficial bonus from the outmanned buff has been removed. Everything ells is pretty useless in terms of evening the playing field, and it’s been stated a hundred times by the community!!!
I believe the counter to making this a better buff has been, “We don’t want to encourage servers to purposely play with less numbers.”

If a server has the organization to deliberately keep a map under 20 players so they receive a buff to gain a competitive advantage over superior numbers they probably deserve to win.
The buff is fine, extra wxp? yes please, thankyou, extra magicfind, yes please, thankyou. How many bonuses due you really expect from anet? these are the guys that give you emp shards for everything as a reward, which any real wvwer will have far more of than they can ever use. Point is be happy for what the buff gives as it is, its far from being bad.
Like stated oh so many times on these numerous posts you yourself talked about as well, everyone of them also talked about the toxic it could bring with it.
If it added bonuses to stats people could start being rude to each other so that some people leave the map to get the bonus. Sounds absurd, but I know this would happen if the buff was good enough.
Not that I wouldn’t want to see something be done to increase the balance between groups, but it’s really hard to balance two different sized groups in such a big enviroment.

Make an achievements:
Number of enemies killed when outnumbered, numbers of towers taken when outnumbered and such things.
Then all the achievement hunters will want to come to the map, where the outnumbered buff is and the buff will go away again. Cuz map got floated by the hunters.
It is the perfect paradox. The unachievable achievement for PvE PUGs
And you could include another effect on the buff:
remove achievement points from enemies you killed. And the enemy PvE achievement hunters will leave the map, cuz they suddenly get kittened constantly by that one 10 man guild raid from your server.
