Er, Colin has left Anet and the new format is clearly the battlegroup proposal that was talked about a while ago.

At the moment, I think any overhaul to WvW will be packed into expansion pack #2 and not be released before that date. ANet will be putting all hopes for WvW into a new start, with the fresh players that come with the new expansion.
By that time, most of the dedicated WvW guilds will have vanished, after they had been been in decline for several years .

The Battlegroup proposal was trashed in favour of the far inferior Server Links, and we’re unlikely to see Battlegroups any time soon because of the amount of effort it would take.
I thought that Anet said that it was scrapped because it kept getting bigger and bigger, until someone woke up and realized that they really need to work on PvE and sPvP.
They then decided to move the WvW team to the xpac and living story and only do changes to WvW that were quick.
You won’t see any major WvW changes until next xpac release or later.

I’m figuring that’s what’s going to happen as well, not sure how well that will turn out for Anet though, after blowing off wvw for so long and making a lot of dedicated wvw players leave over the years. Combat is not even as good as it was before and I expect another round of elite specs to make it even worse.

Apparently they kept adding parts to the project and it kept getting bigger and getting delayed. So after Colin left Mo had the team work on bringing the pieces out when they were ready, which is all the work this past year amounted to.
Supposedly the main part was the alliance thing which they apparently scrapped and went with links instead, since it was deemed a quicker solution to implement to the rapidly dying population problem after HoT.

WvW is the same basic experience it was at launch. Sure we have bug fixes and peripheral changes (WvW levels, reward tracks, etc) but the game play is basically the same. Even the class roles are the same as they were at launch. GWEN is still in full effect, thieves still suck at most things except mobility and complaints generated on the forums.
Any change at this point is only going to be cosmetic particularly given the audience size.

Anyhow, I do believe said plans got “leaked” and there was a rather massive reaction. Never heard from it again.

The “massive WvW overhaul” was a failure. They said that they had been working on it for a year and continued to work on it for more time, but then just realized it wasn’t working so they scratched it.
Well, not scratched it completely, the WvW pools you have seen were what was left of the “massive WvW overhaul” that was in the oven for those years.
Anything more than what we got is nowhere in the foreseeable future – no word was mentioned at all that the expansion will bring any “overhaul” / change or improvement to WvW in any sort of degree, much less that any patch will bring that to the table at any point in time.
What we have today is likely how it will be for a good while. Don’t put your hopes on any patch / expansion.
Maybe their definition of overhaul is different.
