Why not lower the player cap per BL and EB. This will help the servers that aren’t stacked, relieve pressure on Anet servers’ and even make Anet $ with people paying to transfer to less stacked servers. Let’s face it the only way to make the population of WvWers balance is to do this and make people who really want to play abandon their stacked servers.

I’d rather see Outnumbered give a stat boost of some sort, or maybe +5 carrying capacity. Maybe a buff for everyone who’s outnumbered and within “nearby” range of each other. Your idea would just frustrate people who want to play.

too bad for you. All you have left is bitterness and has to sit alone in your ghost town wvw borderland while the rest of us fight.

caps needs to be increased. wvw isn’t fun if you can’t form one giant zergball.

If anything caps are too low. Queues are too long on our server and I am not even on an international one.
