yes, lower the tier the small the zerg on average … that doesn’t mean there are not zergs but its not generally one mega super zerg.
Having started in t8 and now up to t5, I miss the lower tiers, the sense of being able to accomplish something meaningful with 3-5 people certainly diminishes each tier up.
T5 IMO is where its really become about huge zergs. I barely ever see action involving groups of 20 or less anymore.
Yeah, DR player here – in the lower tiers you will still see large zergs on at reset, and often during primetime on some days, but no where near 24/7. I’ve had the opportunity to solo towers, single handedly take down inner and outer walls of a keep, and flip every camp on an enemy BL because they simply don’t have anyone (read: anyone willing to solo/duo a camp or check a contested objective) on. The times between primetime and these 0-5 per map times can be really fun, with 5-10 people coordinating the defense of a whole third of EB; holding off much larger numbers inside a fortified keep (yes, population imbalance is very noticable in lower tiers – 20 enemies when you have 5 happens quite a bit); or ninja capping a full upgrade keep are all fun things you can do that you probably can’t in t1-2. Skill lag isn’t bad during these times.
In terms of other roaming guilds, yes they do exist down here – in fact probably more so than in higher tiers because its actually possible. ADQQSTY on DR is an alliance of three roaming guilds that have a lot of fun, I know EBay has Echo Squad (although they’re higher up now), and there’s plenty of others across the servers.

In my experience, whenever there are a decent amount of people on you will almost always get a zerg. There have only rarely been times where we’ve gotten skill-lag though.
On my world, I don’t think we have guilds dedicated to doing this, but some of our commanders will request it.
For instance, if I noticed that we had a group of semi-experienced WvW players that understand the whole grand scheme of things, I would ask them to pick a leader and form a group. I would then ask them to pretty much do whatever they want (flip camps, contest POIs, scout, etc). The purpose for them is to harass, delay, and misdirect our enemies while the main zerg does the heavy-lifting.

there’s actually very little difference, population wise in wvw, between t6, t7, and t8. it’s more a matter of time zone coverage and weekend warriors vs weekday persistence.
if tier is important i’d recommend you wait a few weeks yet to let the free transfer fiasco settle some servers around. if tier isn’t important you’ll find what you’re looking for on gom, et, fc, nsp, ioj, dr, dh, and of course on my lovely henge.
i’d say read match-up threads but those are a tiny sample of the wvw population & very irrelevant to the overall server. no matter which one you pick you’ll find trolls, forum warriors, game politics, people you’ll hate, and people you’ll love. like anything, you’ll get back what you put in to it.
