each server has a cap.
You server pop doesnt effect the other server pops.
So one server could have max capacity and the other 2 could have 10 ppl each.
TLDR: Servers with the largest WvW dedicated players will always win and the other two servers will always quit after 3 days
I’m pretty sure it’s your servers population. I don’t know the exact numbers but I believe there is a fixed maximum amount of players for every map which is the same for all servers. When you servers hits this cap, you will be queued. (Feel free to correct if wrong)
I believe Krapuul is correct. There aren’t imbalances based on server caps. Everyone can field the same number of combatants. The problem is in the number of willing players who will actually enter, and cooperate.
All those AFK-ers and whatnot are eating valuable space and ruining your servers chance at winning for instance.

I think this is correct. If true, and you find yourself outnumbered most of the time then it could be:
1. Your server isn’t maximizing it’s population cap (evidenced by no queues, or excessive queues to one map and none in another).
2. Your server isn’t bringing enough people to WvW (maybe it’s one of those PvE days).
3. You are spread too thin all over the map without a core group.
TBH, I’ve actually been curious about this. I hope an Anet person can comment. ^^ Just to be sure.
