In the past i had several game servers with a friend, we found a problem with players giving the server lag when they had a huge ping(bad slow own connection player side).
Because some players have a bad connection the system needs to adjust it so all players see all movements at same time, this cost allot cpu power. You need to test some bad connections first to look how much the maximum ping can be with some kind of numbers of players. When you know the maximum ping without lag you can make the new rule maximum ping for w vs w.
Sample players from Europe on US server have a higher ping, you can use your systems logs to check what the highest and lowest pings are, and calculate whats a normal ping for most players from the other side of the world, and keep this as a maximum, if 10 players have 80 ping and 10 players have 120 ping you can say 100 ping max. Players need to fix there speed on there own connection there self, and not the gameserver. I pay allot for my good connection speed because i wanna play a heavy connection game.
The solution for this problem is easy, a program that checks your ping/connection, when its to high it kicks the player after a few warnings, i will advise to make a small adjustment that dont allow the player to reconnect withing 5 minutes so he cant spam the server.
