New Idea: Guild Ranking + WvW
Not feasible because:
Idea 1
1. There is no guarantee that a guild has players only on one timezone.
2. There are inter-guild friendships and player relationships. You simply cannot uproot guilds from everyone else they interact with.
3. There is no way to effectively measure “popularity”, not to mention a guild’s level of organization and dedication.
4. A lot of the top-server guilds have spent a LOT of time trying to coordinate with each other and organize lines of communication. You simply cannot throw that away.
Idea 2
1. The assumption that people do not have any sense of affiliation or dedication to their servers is false. A lot of guilds do move, but the majority of guilds stay where they are.
2. NOT everyone is in a guild. Not all servers have the same amount of guilded people and guildless.
3. NOT all guilds are capable of mobilizing for WvW.

Item 1
You clearly have no idea how much server resources and work this would entail, not to mention the risk of periodic transfers en masse is high. This is in no way easy, and is not comparable to individual people deciding to switch worlds of their own volition.
Item 2
I’m not entirely sure if a simple change of “neighbors” will be sufficient. There are enough people in WvW that you actually rarely meet individual people again and again. Also, this will cause extreme chaos every single time. I have mentioned earlier that a lot of guilds spend a lot of time and resources to establish communication and teamwork. That is not easy to create.
Item 3
Again, there is no feasible way of doing what you are suggesting, not taking into account how bothersome and disturbing that will be to a lot of people’s game experience.
That, and numbers really aren’t the issue, as each BL has a pop cap per server. If you have too few people, that is your server’s fault (try pulling more people from PvE). It’s not like the other server can field more than the map allows them. As for timezones, it falls to your server community to entice people from other timezones to join you. Show them what they have to gain by transferring to you.
Item 4
Again, this is weird. What kind of participation is required?
What if a guild only fields 10 people? Do they get the same as someone who devotes hours and 50 people? If not, that puts the game experience of smaller guilds to a disadvantage. AND, it’s called World vs. World, not guild ladder or whatever.

As you mentioned, I missed 2 big things. One is alliance, the other is every guilds are not enjoying WvW. Because of this, I’ll reconsider this ideas.
I have more specific ideas on item1 to 4. But even if solve this problems, because of above 2 missing things, this idea should be fixed.
1. Mix guilds every X weeks.
No longer free transfers are allowed. Instead of it, guilds and ppl are transferred automatically by system. In detail, servers are reset every X weeks. Every guilds and ppl are distributed to whole other servers. When transferring, system considers their timezone and popularities to all servers get balanced.
Awesome so by switching people around theres a high chance that friends will be split up because of balancing wow I see no flaw in your idea’s at all
