Orbs should be something to be fought over and desired but not give advantage to the the server that is already strong. How to do that?
I suggest make them scale to the owners power. And the only two metrics of power I can think of are population or score.
For example if the last place server (or outmanned server whichever Anet thinks is best) magages to grab the orb, it will give them some advantage. But if they first place server has an orb, it will not give them an advantage. The reason for the first place server to go after the orbs would be to keep it out of the hands of the lower ranking servers.
This’ll just give the server with the best coverage an easy win.

Ah… Perfect solution, then… Whichever team holds the orb should be allowed to type in a new population cap for that BL.
