People would continuous ask for skill balance after we have ideal population balance.
For example, server A,B & C have the same WvW population of 1000 people . The players in server A are ktrain pugs , server B are roamers and only interested on killing and server C contains 20 heavy ppt and fight guilds. Obviously, server C is going to win every week. The players in server A would fairweather and leave WvW as they wiped again and again. They will not stop complaining on the forum and never accept the fate of losing. Anet should not take any effort and resource to help these low skill ktrain salty boyz to ‘win’.
WvW would become GVG if ideal population balance is achieved. All of us know that GVG is a boring game mode. A game mode without variation, winners gonna win and losers gonna win. What fight guild can win a single engagement against the top gvg guild like Agg,TA,NS and GS? The answer is none. If you put this concept into WvW, it will fail. The worst thing is you have to face this kind of opponent everyday. I am sure everyone will burnout and rage quit WvW.
A non-population balance WvW is better because it creates variation. The top gvg guild would wiped by a bunch of no-name blob pugs. NS guild in JQ is the best example , they have a hard time facing BG’s nutthug guild group. The JQ pugs become their burden and they can’t win in the open field fight. By the way, the underdog servers can always team up to against the strongest server.
Anet may be able to balance the population but they can’t balance the experienced players and unexperienced players spread equally on all the servers.
