Idea is simple, If a side doesn’t have a lot of players, and there isn’t a whole lot of action out. You can choose to enter the Merc Portal….This will put you on an underpopulated/outgunned team on a Cluster that you’re not on (So For example, if you’re an HoD player like me, I wouldn’t get put on SBI/ET team, but I’d get put on a different server to help them out) This would be completely random when you enter the portal (at max you could enter with a group basically) So not to game the system…. Players from other servers with high off time populations might get put in the SBI/ET/HoD pairing at night for example..
I think probably the best way to do is maybe only put on teams that are underdogs, For example if there is a 50k point difference between the losing team and the winning team, and they have like nothing on the map, It would throw you on one of those.
I think an idea like this might help some of the underdog teams, as you might spread out some of the goodness, As of right now, Most people aren’t going to transfer from established servers I imagine.
And then you would help other servers win rather than your own because….

Either way, I don’t mind helping some of the lower underdog servers out…
Honestly, I think this sounds like a really cool idea for people who want to pop on and do some WvW, but don’t want to wait through a seemingly endless queue to do so. If you want to help out an under-represented server, you can choose to do so and get into WvW right away. Yeah, you’re helping a different server, but isn’t the whole point of games to have fun and play, not feel like you’re stuck waiting for the line to get to you?
I think it’s a great idea just as long as you can’t merc to one of the servers that your home server is matched against. If your server is winning or has a queue, being able to help out a lower pop losing server would be better than not being able to WvW at all.
This is a nifty idea. Sounds great on paper assuming the stipulation that you can’t help the other servers in your bracket.
In practice it may have its issues. There is the argument that it enables players and guilds to stay on high-pop, high-tier servers instead of spreading the community out, but then again it doesn’t appear like they’re leaving those servers yet anyway so at least this will give manpower to servers with low queues.
It also may be too complicated to figure out just where the mercs should go, and how many.
And now that I think of it, players in the same guild going to servers possibly facing each other could spy or boost or troll the game.
OK, yeah, nifty on paper, probably bad in practice. Unfortunate realities. =/

I’m not saying your idea isn’t noble, it is. I also understand arenanet lacks the current incentive for guilds to switch. I’m just pointing out the hypocrisy.
All this would do is reinforce everyone’s decision to move to HoD. They can have their cake and eat it to. I’d honestly rather ANet just let guilds transfer with all their influence/upgrades, I’ve heard a lot of HoD guilds want to transfer off but cant because of it.
