I’m talking about fights where you kill like half their group, but you are forced to move away, and then they all just get ressed.
I do not see anything wrong with being able to ress killed groups. A “dead” group locking down enemies due to the “danger” of being revived is IMO a tactic.
The speed at which you ress downed players in combat is way over the top though. Non dps specced players can barely even outdps 1 person healing, let alone more :/
If they want to spend their time staring at the ground, more power to them.

Being able to make it so they can’t be ressed would just be a nice feature to have, like taking tokens away in WoW.
The issue here is mainly when you have for example a small group fighting a large group, where the small group continuously through movement either draws some over extenders in and kills them, or charges in to kill some and then withdraws. After the killing they need to move away a bit (there will be a billion red circles on the spot they were just at) and continue their tactics.
This will usually lead to a sizable area littered with corpses, but any corpses not close to the small group will get rezzed and the fight will last until slowly one-by-one the small group gets killed, since they will never have the opportunity to rez anyone.
This means that even if they kill every member of the large group twice, they still will get murdered eventually, giving a rather disappointing ‘victory’ as it will without doubt end in their death.

There’s nothing wrong with the current rezzing system. It promotes taking the field and pushing for wipes as opposed to wars of attrition. Battle rezzing is a perfectly legitimate tactic. Why are you so adverse to it? Dying and running back is lame. In the kill zone of a fight, you can go from full health to full dead in the blink of an eye. Endless waves of AoE can make it near impossible to escape if even one disable hits you. Rewarding the team who pushes enemies from the zone and makes it their own with ability to raise their dead isn’t unreasonable.
I actually really like the downed system. And except for the insane speed you can ress a downd player, it is okay. I suggest the healing of a downed player should be slowed down in general. Maybe you can give an outnumbered server an edge by including a ressurection speed boon in the outmanned thingy.
However, what I do not like is that you can in the heat of combat ressurect completely finished players. For the time you are engaged in combat, this function should be disabled. Then, when you’re out of the fight, it should work again.
Implementing both ideas would lead imho to more chances for the smaller team against a bigger, without giving them too much benefit (actually they don’t get any benefit, except the outmanned idea, for they suffer from the same restricitons).
