So they are not dependent on ranking at all and simply randomise positions every week at that time?

The rankings do change – every week at reset.
At each reset a server’s rating is modified by an RNG process and becomes a Match Rating. The servers are then ordered by Match Rating and split into groups of three for the matches. It is the Match Rating within this group of three that determines the color for the match.
Just enjoy WvW if you don’t have the color you need. Go in, have fun, fight. Eventually your server will get the color you need. And then don’t just leave WvW forever. Come back and help your server even though you have map completion.
the color you get is based on your matchup ranking. each week, as soon as the previous match has ended, new ratings are calculated for each server, based on how they did in the previous match.
then, a random shift is applied to each one, to form a “matchup rating”. the possible amount of shift is random and based on “deviation” which is calculated at the same time as “rating” (you can see rating and deviation values for each server here: https://leaderboards.guildwars2.com/en/na/wvwmain) but the total shift is never more than plus or minus 100 rating points.
once that’s done, the servers are ordered by “matchup rating”, highest to lowest, and each group of 3 servers is put together for the new match. the highest server gets green, the middle one gets blue and the lowest one gets red.
because of the random shift, you can’t usually predict with any certainty what color you will get, but some colors are more likely than others depending on the particular ratings for that week.

It is possible to end up the same color for a few weeks, it all depends on your servers rank compared to the opposition. With the variation still in the WvW matchups, you should switch around some.
So another week and same position. I am on JQ and the top 3 rankings don’t seem to change much. Does that mean we will be at the same position every week or will it ever randomise regardless of ranking per week?
your color isn’t based on your ‘absolute’ ranking, it’s based on your ‘matchup’ ranking. ‘matchup’ ranking is based on your server’s rating, plus or minus an 80 point or so random offset.
if you want to end up as green, you need to wait for a week when your server gets a random offset 40 points higher than BG gets.
getting red will be harder because you’ll need a random offset a bit over 80 points higher than SoR’s. not as likely, but still possible.

Yea I just need red for last few poi and vistas. So have to wait for the random off chance to complete world completion? I dunno how I feel about that.
you could always kick the red team out of that part of the map just long enough to get those last few objectives. I think that’s how most people do it.

Since the reduction of the WvW match up (https://www.guildwars2.com/en/news/wvw-matchup-variance-reduction/) and the WvW Season 1, the colors haven’t changed much, so it is a little bit harder to get those Vistas and POIs. Especially because the colors are related to the ranking of those servers, if your server is always winning it will always be green, if your server is always losing it will always be red.
