there is some randomness involved, but the amount of random adjustment added to or subtracted from a server’s rating for the purposes of matchmaking is limited to that server’s deviation + 40.
so it is true that a server with a very small deviation will tend to get very little adjustment, while servers with large deviations will tend to get much more adjustment.
but it’s not necessarily true that small adjustments mean you won’t get moved to another tier — it’s possible for multiple servers to leapfrog above you in any given week, pushing you to a lower tier, or for servers above you to jump below you and push you up into a higher tier.
also, the “deviation” statistic isn’t guaranteed to tell you whether a server’s performance is stable or chaotic — that’s what the “volatility” measure is supposed to do. “deviation” is more of a measure of rating accuracy, and is very much affected by the deviations of the servers you play against — if the ratings of your opponents aren’t accurate, then it’s hard for your own rating (calculated relative to theirs) to be accurate either.
it’s helpful to think of rating deviation as more of a “margin of error” of the true rating.
